A seasoned professional in environmental and natural resources management, with 20 years of experience in the Latin American region. Expert in environmental policy formulation, implementation, and evaluation with emphasis on biodiversity conservation, climate change, and sustainable development finance.


He holds a Bachelor of Arts in Sociology from Universidad de la República (Montevideo, Uruguay, 1992) and a Master in Natural Resources Management from INCAE Business School (Alajuela, Costa Rica, 1995).
He has been Minister of the Environment of Peru, Vice Minister of Strategic Development of Natural Resources, Regional Director for Peru, Colombia, and Ecuador at Conservation Strategy Fund, Co-chair of the Green Climate Fund, Representative in Peru of The Nature Conservancy, Technical Director of the Peruvian Trust Fund for Protected Areas, and Associate Researcher of the Latin American Center for Competitiveness and Sustainable Development at INCAE Business School.


He has performed consultancy services for the Sustainable Energy and Climate Change Unit of the Inter-American Development Bank, the AVINA Foundation, GIZ, and the Costa Rica Tourism Institute.
Since August 2021, he has been the Director for South America of the IUCN. He is a member of boards or advisory councils of several Peruvian and international entities dedicated to sustainable development issues such as the International Institute for Environment and Development (IIED), Fundación Futuro Latinoamericano, ProNaturaleza and Aquafondo.
