The Recommendation on the Historic Urban Landscape was adopted by UNESCO’s General Conference in 2011. It is a soft-law approach to the management of heritage resources in dynamic and constantly changing environments. Implementation can entail mapping natural, cultural and human resources; participatory planning to identify what values to protect; heritage vulnerability assessments; mainstreaming heritage values into urban planning and design; prioritizing actions for conservation and development; and developing effective partnerships and management frameworks at the local level.
